Plot Summary

In 1990, South Korean President Roh Tae woo launched a "war against crime". During the crackdown by the Busan police, the mastermind behind the gang, Choi Yoo hyun (played by Choi Min sik), was arrested for detaining an entrepreneur, thus revealing his legendary story of wandering between black and white. In 1982, Choi Yoo hyun, who was then a staff member of the supervisory department, was at ease in the fat and oily customs, but his boss took the blame when he was reported. Cui Yixian, with a bleak future, took a desperate gamble to start a drug business with Japan, and was able to meet his fellow gangster Cui Jiongpei (played by He Zhengyu). Proud of his Cui family background, Cui Yixian quickly formed an alliance with Cui Jiongpei. The two of them made their mark in the underworld world of Busan with their respective networks and violence. In 1985, entrusted by an entrepreneur, Cui Yixian invested in a nightclub and cooperated with Cui Jiongpei to bring down the leader of the Busan gang, Jin Banhu.
