Plot Summary

In the near future, the underworld in Paris, France is rampant, with gangs led by drug lord Taha (Bibi Naceri) running rampant, even feared by local police. The weak police are unable to confront the powerful gangs, and can only use walls and fortifications to isolate the areas where the criminals are located. In this place known as "District 13", there is a mixture of fish and dragons, with undercurrents surging. The young thug Leto (played by David Belle) refuses Taha's drug business, and the two sides have a fierce conflict. Leto originally kidnapped Taha and sent him to the police station, but he was tricked by corrupt police officers. Taha is not only at large, but Leto's sister Lola (played by Dany Verissimo) is also taken away by a drug lord.
